VBC.EXE unable to create file

We were given a new development a few days ago, however, when copying .net
applications to that IIS server, nothing appeared but always said "VBC.EXE:
unable to create file in ...". However, when we went to that folder and try
to assign access permission of ASPNET, Windows said "You have only read
only permission on this folder". We tried many methods including reset
permissions of its parent folder and tried to apply to the temp folder but
alwyas in vail.

Finnally I found that owner of that temp folder is ASPNET, I tried to
transfer its owner to current logou user Administrator, boom, now we can
change permissions of temp folder. Gone with the compiler issue. But I
wonder why Administrator can't have the permission to change that temp
folder.
